El Dr. David Fernando Ortiz Rodríguez es médico especialista en Pediatría y Neonatología. Cursó sus estudios superiores en la Universidad Mayor de San Simón de Cochabamba y posteriormente, prosiguió sus estudios con un postgrado de Pediatría en el Hospital Japonés de Santa Cruz de la Sierra (Bolivia) y un postbásico en Neonatología en Buenos Aires (Argentina).
Actualmente es Presidente de la Sociedad Cruceña y de la Sociedad Boliviana de Pediatría.
